Scott Meacham, M.B.A., J.D.
Director of the Office of State Finance and the Governor's Secretary of Finance and Revenue

Scott Meacham is the director of the Oklahoma Office of State Finance and is Governor Brad Henry's Secretary of Finance and Revenue. A graduate of Chickasha High School, Meacham received a bachelor's degree in finance, and an MBA and law degree from the University of Oklahoma.
Following law school, Meacham joined the law firm of Meacham and Meacham in Clinton, Oklahoma, where he later became a partner. In 1989, he was named senior vice president and compliance officer of First National Bank & Trust of Elk City, Oklahoma. Soon after, he became the bank's senior executive officer.
As Director of the Office of State Finance, Meacham is responsible for development of the governor's executive budget and serves as the governor's negotiator on budget, policy and other matters. An advocate for the underserved, Meacham was the principal designer of last year's major health care initiative which provides better delivery of health care services to all Oklahomans. He serves as the governor's point person on tobacco and gaming compact negotiations with Oklahoma's Indian tribes and also chairs the governor's task force on workers' compensation reform.
Meacham is the author of several law review articles, has taught numerous continuing legal education seminars, and often speaks to organizations and groups. He is active in local civic organizations and his church.
